At the meeting, the Minister of Internal Affairs Ramazon Rakhimov informed the audience about the work done to prevent torture and noted that in April 2012, the Criminal Code of the Republic of Tajikistan contained an article 1431 in which the definition of torture given to comply with the requirements of article 1 of the Convention against torture.
At the meeting, also noted that, in 2012 approved the State program to ensure the safety of participants in criminal proceedings 2013-2016. This program was adopted in order to implement the Law of the Republic of Tajikistan "On state protection of victims participating in criminal proceedings ", which aims to ensure the protection of witnesses, including victims of torture.
In this regard, the Ministry of the Interior in March this year scheduled the Republican Scientific-Practical Conference on "State protection of participants in criminal proceedings, one of the main elements of human rights."
During the meeting, the Minister of Internal Affairs Ramazon Rakhimov said that in the internal affairs activities of employees supervised and are continuously monitoring the observance of the orders and instructions, and the legality of discipline. At a result, in 2013 the level of violations by police officers decreased by 33%.

In the offices and departments of the Ministry of Internal Affairs in the provinces and cities and districts of the republic introduced staff units Assistant Chief of Public Relations, whose duties include working with the community and the solution of problems.
The Minister noted that, despite the progress made in the activities of police officers also found some flaws, but the Ministry of specific measures to eliminate them.
The UN special rapporteur on torture Mr. Mendez said that, two years after the previous meeting, he observed a positive change in the internal affairs bodies in addressing the prevention of torture, hopes, that in future will not rest on its laurels. He also noted that, regardless of its recommendations, on the initiative of the Minister done much on the prevention of torture in the police.
Mr. Juan Mendez in his speech highlighted the need for changes and additions to the Criminal Code and Criminal Procedure Code of the Republic of Tajikistan.
Ramazon Rakhimov, noted that the Ministry of Internal Affairs as the main subject of security and protection of human rights is serious about the prevention of torture and interacts with civil society, will take all necessary measures to compliance human rights and freedoms.
